Update gaz.md (#2269)

* Update gaz.md

Update the GAZ project to active.
Make the gaz_countries.owl file the default file for the project.

* Add preferredPrefix and mailing_list to gaz.md

to address build failure, added : preferredPrefix: GAZ

* Fix ordering of metadata fields
