switch from deploy.php script to `npm run deploy`

### Why
* `npm run deploy` is more standard. we use it in other repos such as Twinkle, AFCH, XFDcloser, etc.
* easier to run since I don't have to get XAMPP going, open in browser, click button, etc.
* can maybe just use one deploy script file somewhere, and pass it the args it needs, so I don't need multiple deploy script files
