HAFS assimilated ASCAT wind is coming from PREPBUFR

Phase 1 Validation:

JEDI assimilated ASCAT wind with HAFS domain indicated as red box. Compared with the GSI result listed, observations are confined with the HAFS domain. Thus, it is expected that the observation number assimilated in JEDI should be less than in GSI.
