Make sysmeta_to_eml_physical smarter about test nodes #128
Description
sysmeta_to_eml_physical has a hard-coded online distribution to the production environment. It could try to set a different base URL on originMemberNode in the system metadata and default to "https://cn.dataone.org/cn/v2/resolve/" if it can't guess a better option.
