Update docusaurus to v3.9

Would be nice to update to make sure the migration to v4 is easier for us in the future.

A nice feature would be the faster build flag, which would reduce some dev and CI times.

Also would be good to be in the latest version whenever we invest some more time in implementing docs versioning and docs search.
