[Bug]: New PDF viewer does not display text correctly #5530
Description
What happened?
See attached pdf, it should display "STRANIAKSTRASSE" but with the new pdf viewer it displays "TUSBRKBLTUSBTTF".
It seems every character is shifted by one character in the alphabet.
With the old PDF viewer it is working fine as expected.
Importance
Important. My app's user experience is significantly compromised.

Using Webview 2 that is already using New PDF Viewer...
Can also be reproduced when enabling New PDF Viewer in Edge (restart before opening the PDF)
