Add download command

We should consider adding a download command, e.g.:

physionet download slug --version 1.1

This could potentially replace the wget command that we currently suggest in the files section.

We could then direct the request to use the fastest source for the download.

Made a start on this, but the source selection needs work. Right now, we don't have a way of knowing whether a dataset is available on AWS or Google Cloud. Perhaps add an endpoint to PhysioNet that allows us to check sources (or move to generation of signed URLs by PhysioNet?)
