Implement changes needed to support CEDAR external tool

The group from the Research Institute for Computer Science and Control in Hungary, Budapest (HUN-REN) for worked in an implementation of CEDAR to support creating metadatablocks in Dataverse.

This issues is for tracking the changes that need to be made in the core code in order to support this.
