[Feature] Mainsite - Apply button in nav bar

Our applications have closed! The big apply button should now trigger a popup in the browser that says "Applications for HackBeanpot 2026 are closed! Please follow us on Instagram @ HackBeanpot for more updates." 

You may need to rework some logic in the navbar component. It's in the shared UI :)
