chore(job): fix regions in jobs/v3/api_client/ histogram_sample.py & quickstart.py (#13038)

* chore(job): fix regions in histogram_sample.py

- Delete region tag 'instantiate'
- Rename region tag 'histogram_search'
- Remove unnecesary space to make it consistent with other files in the directory

* chore(job): migrate region tag step 3 - remove 'quickstart' from quickstart.py
