not limit hatches to 45degrees rotations #46

i noticed this code in the arcgis conversion to geostyler
i would have expected this code in the geostyler-to-sld conversion (it is a geoserver workaround to support hatch-fills in SLD), in my opinion, in case geostyler format doesn't support hatch-fills, we should extend geostyler to support hatch-fills in all angles (like qgis and arcgis) and only convert to 45degrees when converting to sld
note that we need the angle info for mapserver and direct conversions between qgis and arcgis
