What happened?

i turned the 'send text messages' setting off and discovered i could send emails. i created a template and sent an email through notify to my gsa email. i turned the 'send text messages' capability back on

the email template was still findable/usable from the send message flow even after that

Detail the steps for someone to reproduce

go to settings > turn off 'send text messages' > go to 'send messages' > create email template > send to self > go back to settings . turn on 'send text messages' > go back to 'send messages' > view the list of templates and the email template is listed
