New domain name for the jkan catalog

As we move towards the Jkan site becoming the official data catalog of the Risk Data Library, I would like to suggest we change its domain name.

Current domain name consists of:

org (Top-Level Domain)
riskdatalibrary (Second-Level Domain)
jkan (Third-Level Domain)

I suggest to change Third-Level Domain name to one of the following names:

data
catalog

Please let me know below which one has your preference.

Because we don't host a data. Only a metadata catalog.

@pzwsk Catalog.riskdatalibrary.org is the choice.

Be sure to communicate to @lydiascarf when we are about to make the url shift, we'll need to align the JKAN (quick fix).

apologies for missing this comment. @matamadio let's do this change in GitHub settings and in the code together during a weekly update meeting, whichever week we're ready to make the switchover.
