Bug description

If you type /FEED or /EFEED the command does not work. However if you have a cooldown set for the command like:

command-cooldowns:
  feed: 600

the cooldown activates, even though you didn't get to use the command. So when you go to type /feed without caps, it won't allow you.

Steps to reproduce

have a cooldown set via config for feed command
Type /EFEED (in all caps)
Then try to use the command normally, /efeed.

Expected behaviour

The cooldown should only activate if the command is successfully used.

Actual behaviour

/EFEED is not a registered command, yet it activates the cooldown for /efeed.
