Include deny config from another file

If you have multiple projects which have similar deny policies, you need to include those policies in each project separately.

It will be great if I could include policies from a file or url. So I can use this centralized location for storing my global policies.

My team has a more-complex-than-I'd-like Python script for merging deny "layers" from a shared infra repo, a workspace-level "layer", and a crate-level "layer." Built-in support for "included" config would probably be nicer.
