UZ801 displays Test Heuristic Warnings without SIM Card.

• What happened:
  Even without a Sim-Card having been put into the UZ801, the Test Heuristic seems to capture SIB1 messages.

• Expected Behavior: A (inactive) SIM Card should be required.

this is probably a documentation issue. the test heuristic triggers everytime a new tower is seen, which is happening with or without a sim card. we should clarify that the test heuristic triggering is not sufficient to say that Rayhunter is "working" and I think we might have implied that somewhere

im also not sure if the test heuristic is a good ux in general. we should instead just emit a big warning if we haven't seen a cell tower at all, which would indicate the diag device isn't working

I got it from the FAQ: How can I test that my device is working?
Interestingly the warnings appearing isn't consistent: most of the time there are no warnings.
