When JPL is down, P5 portal at NCI should stay up #387

🐛 Describe the Bug
Fire/wind storms in Southern California and especially the Eaton Fire have shut down JPL. However the EDRN Portal also seems to be affected, even for anonymous users. Responses from the portal have been spotty, sometimes working properly, but other times returning a 502 Proxy Error or 504 Gateway Timeout.
The EDRN portal should work for anonymous users even if JPL is shut down.
