Managed tool library deduplication

Managed tool blobs are currently self-contained. This makes them easy to work with, but also comes with duplication of certain libraries. Ideally, these libraries would be deduplicated somehow, to save storage space.

We need to figure out how we want to do this: either by splitting them up in the native FPGA tools repo, or by making the extension check for duplicated files upon installation (compare hashes?).

Currently the idea for this is to split each tool's files up into "bundles" that can be overlaid on top of each other to create the final tool directory. Each bundle (except for one for each tool) should be used in multiple tools. By using hard/symbolic linking, this will allow us to save storage space when people have multiple tools installed.

The bundles should be created in the native FPGA tools repo. We can probably do this algorithmically by checking which tarballs have files in common.

However, due to the relatively high complexity and low priority of this feature, it is not currently considered for implementation.
