DeferredTaskExecutor unit test fails on GitLab

Re-enabled clamscan on dev and anvildev, then ran the GitLab test job 4 times on both.

• dev: job failed 0 times, succeeded 4 times
• anvildev: job failed 2 times, succeeded 2 times

Current CPU usage by clamscan is actually slightly higher on dev.

@hannes-ucsc: "Assignee to file PR that applies nice level of 19 to the clamscan process/unit. Coordinate with operator to deploy anvildev.gitlab, push the PR branch to GL anvildev and repeat the test job several times. Ideally this should fix the issue. That said, we may delete the DeferredTaskExecutor from the azul.threads module anyways because we don't currently use this functionality."
