Laptop never wakes from S3 suspend

How to reproduce

1. Set sleep mode to S3
2. Suspend in an OS

Expected behavior

Suspends, then wakes up upon pressing a key, opening the lid, pressing power button etc.

Actual behavior

Power LEDs stop blinking and glow constantly. The display never goes on. EC fan boost (Fn+1) does not work showing its not just the screen
