armory_utxsvr: Armory tx signing fails when using 0.11.2+ version of Bitcoin core

Problem:

• Error -25 when broadcasting armory raw tx out via bitcoin 0.11.2 ("non mandatory script verify flag")
• Looks like this is due to the fact that armory produces high S tx, and 0.11.2 requires low S

Solution:

• Update Federated node to use armory 0.93.3 - https://bitcointalk.org/index.php?topic=1229596.0
• Update armory_utxsvr to work with Armory 0.93.3 API changes

it's the other way around @robby-dermody, 0.11.2 requires lowS ;-)
