Upgrade jQuery UI Datepicker

Some tools from secops are complaining about a vulnerable version of jQuery UI Datepicker being loaded on all DSC apps. 

It's not a major issue, but secops will be happy to see their threat score go down.

(I seem to recall that it's only actually used by apps using the old pre-DSC 3 form templates, so it might also be unecessary now?)
