[Bug]: toggle container full primary span does not update viewport appropriately

What happened? (actual behavior)

when i toggle container primary full span,

although the window will be allocated to be a full width span, i will have to focus left then right to actually have the window occupy the full viewport

this doesn't happen for some apps like chrome, but it will happen with vscode

What did you expect?

i expect it to behave like any other window where i'm toggling the primary width span and not have to focus left then right to see the full window in the viewport

Reproduction steps

1. open 2 instances of vscode
2. toggle primary span while vscode is focused
3. observe
