.NET Templates for Azure Functions AI Extensions

Description

The team is doing an update to our preview support for the Azure Functions AI Extensions.

We hope to include .NET templates as part of this new release. Our ask is to create templates in parity with the examples here, the templates with the prefix OpenAI.

The goal is to enable developers to get started easily with these extensions.
