我添加了一个github的mcp，我让bot去提issue，他说他不去

系统提示词设成You are a helpful and friendly assistant.，工具、mcp、skills全开。如果你的astrbot没有这么个人格，可以自己创建一个测一下mcp调用。

从你贴上来的报错信息只能看出来它没有尝试调用mcp（function_call=None, tool_calls=None），看不出它的上下文中是否有这个工具。
