Some user libraries added to project as placeholders, rather that direct version declaration.
Before export:

After import (in empty project) placeholders lost its resolutions:

To Reproduce
Steps to reproduce the behavior:
- Add some lib with placeholder definition and export
- Create new project and import
Expected behavior
Not sure what kind of info codesys provides for plachelder and if they can be resolved properly.
At the very least, resolve to latest version with a popup about hte problem
Environment (please complete the following information):
- CODESYS Version: 3.5 SP17, 17 fork, 16 fork
- Script Version: 1.7.4
- OS: Windows 11 latest
