Summary

after next release, move eligible permablock to tempblock, figure out how to cycle

This resulted in immediate near-DDOS and an immediate relisting of the majority of what was released. The obnoxious bots on even the most benign-but-infected networks seem to be running full-blast even after months of being firewalled.
