function to plot weater hisotry (obs or TPS-ERA5 based)

Code a function to plot weather (temp, precip wind) with markers to identify snow layer:

• highlight above freezing air temperature
• indicate above freezing and precip
• winds above 6m/s
• Pull observation and ERA5
• Include FSM simulation or Snowmodel multilayer
• plot snowpit profile
