new bug with 27th sector

Issue

if you capture 27th sector and then abandon 242, 244 or 246 then you're unable to visit it

Steps to reproduce

i captured 27 and all the sectors around it and then i wanted to re-capture 242 that had updated, when i abandoned it and joined i couldn't visit sector 27 anymore because it was "shielded", it's very strange because it is captured

no game changing mods were used

• I have searched the closed and open issues to make sure that this problem has not already been reported.
• I am not using Foo's Client, and have made sure the bug is not caused by mods I have installed.

Yes, but in this case sector 27 is already captured, so that shouldn't happen
