BUG: Instant Results template doesn’t generate when Post Search feature is disabled #4191

Describe the bug
When the Post Search feature is disabled and the user activates the Instant Results, ElasticPress does resync the content but does not generate the search template.
Steps to Reproduce
- Ensure there is no existing search template (use wp elasticpress delete-search-template to delete it).
- Disable the Post Search feature.
- Activate Instant Results and wait for the sync to complete.
- Go to the frontend, search for anything, and EP opens the search modal, but the request returns an error.
